As of April 3, foreigners who have stayed in the following 73 countries / regions within the past two weeks have been denied entry by the “New Measures to Drastically Enhance Border Measures” announced by the Government of Japan on April 1. If you arrive in Japan after that time, entry will be denied under the Immigration Control Law. Moreover, visas issued by April 2 at the Japanese embassy or consulates located in all countries except the following 73 countries / regions will be suspended, and visa exemption measures will also be suspended. As a result of this, international students are not able to gain entry, or there might be restrictions when entering Japan.
¡ö 1. Target areas where immigration and landing are refused based on the “Immigration Control and Refugee Recognition Law” (73 countries / regions).

These measures are targeted for those who arrive in Japan after midnight on April 3.
¡ö 2. For incoming students (except item 4 below)
Students from the 73 countries / regions (including transit *1) listed in item 1, are refused entry / landing based on the Immigration Control Law. Visas issued by April 2 to students from the 73 countries listed in item 1, as well as students from other countries by the Japanese Embassy or Consulate-General in their respective country, will from April 3 at midnight be suspended.
Therefore, regardless of nationality, incoming students will not be able to enter Japan. If the visa you have obtained has expired by the time these measures are lifted, you will need to obtain another visa to enter Japan.
¡ö 3. For current students (except item 4 below)
(3.1) Current students from the 73 countries / regions listed in item [1] cannot enter the Japan, so please postpone travel until the measures are lifted.
(3.2) International students from other than the 73 countries listed in item 1, who hold a residence card with a “College Student” status of residence:
If you have not entered the above listed 73 countries (including airplane connections *1) within the past 14 days, students with a valid residence card can enter Japan.
However, you will be subject abide to the following 14-day standby measures.
? At the quarantine station at the airport, fill out a questionnaire, measure your body temperature, and confirm whether you have any symptoms.
? For 14 days, from the day after entry into Japan, you will be required to stay in your home (self-quarantine) and avoid going outside if not absolutely necessary. Traveling to your home using public transportation (railroads, buses, taxis, domestic aircraft, etc.) is strictly forbidden, therefore it is necessary for you to secure individual transportation in advance (*2).
¡ö 4. Current or incoming students with the status of residence of “Permanent Resident”, “Japanese Spouse, etc.”, “Permanent Resident Spouse, etc.”
For students who have not entered the above listed 73 countries (including transit) within the past 14 days, and who have the residence status of “Permanent Resident”, “Japanese Spouse, etc.”, “Permanent Resident Spouse, etc.”: If you leave the country with a re-entry permit by April 2, it will be considered, in principle, to come under special exceptional circumstances.
On the other hand, if you leave Japan after April 3, you will be denied entry in principle.
In addition, “special permanent residents” are not subject to entry refusal.
However, you will be subject abide to the following 14-day standby measures.

If you did not go through the immigration process at said region, as well as boarded the aircraft/ship after Japan’s quarantine with no confirmed passengers showing symptoms, you might meet certain conditions, so that item 2 will not apply to you. (In that case, you will be asked wait at the place designated by the quarantine director until further confirmation states that you have no symptoms.)
